I have been having the same problems for a long time. First try these tips from riot. Second, play around with your resolution in game to see if that helps. These first two things seemed to correct for 90% of the problem for me. But I would still occasionally have problems.
Purpose. This guide is meant to explore and expand discussion into what causes Input Lag(going to be regarded as IL) and mouse movement. If you do not see a point in reducing as much input lag as possible, that is fine, but this is for people who enjoy the feeling of high responsive gameplay/desktop environments such as back during XP or windows 7 days or at least make the mouse feel that way Thats it. The mouse bugs all the time and I'm forced to quit BTT. Regardless of the preset. (even with presets off) Basically if I click and drag, the cursor jumps across the screen and gets kinda stuck at a certain point as I hold the click button and drag the mouse. I can drag the cursor but it jumps back to a certain position as I keep dragging. Open the Start Panel on Windows and type “Mouse.”. From there, click on “Mouse Settings,” and select “Additional mouse options.”. After you have done this, a tiny interface will pop up The mouse will lock up at a random place at a random time in the game and won't respond for like 1-2 seconds, after which it'll work just fine for the rest of the game. This issue ONLY occurs within League of Legends. I've played other games recently where the mouse hasn't frozen up even once, and it's getting really tedious knowing that you

I have a problem with my second monitor while in game. When I play league of legends in borderless window mode or even in fullscreen, my mouse still is able to go on the monitor to the left which is really annoying when you just want to move your map towards the left for example.

Under the Cursor menu, click on Sticky. A new menu will open on the right. There, look for Cursor Movement Hotkeys. Look for the option that says Lock cursor onto screen, then set the hotkey you’ll want to press to toggle the cursor lock on and off. This will allow you to lock your cursor on one screen only.
Change In-Game Settings. If you’re unable to move the screen in League of Legends with your mouse, follow these steps: Go into Settings on the top right corner. Click on Game and then change Preferred cursor type to Other or Custom Cursor. Click Done and restart game. If this doesn’t work, try turning off Windows 10’s Game DVR feature by
brothers. if your keyboard has the SCROLL LOCK button (between print screen and pause button on top, beside the funtion keys), bring ur mouse cursor to the game, and press SCROLL LOCK once. it locks the cursor to that monitor, fixes this horrible dogshit issue. after ur done wit the game, press SCROLL LOCK again, and it will unlock the cursor
LoL says in the Summoners Rift video "We want you to fight the enemy team, not the game". With the current in game mouse cursor, it feels as though I am fighting the game and I have a difficult time trying to play. If LoL could release multiple in game cursors, this would hopefully solve this issue. Thanks, Ben.
1. Mouse Cursor Not Visible Certain users reported having their mouse cursor suddenly disappear in the game while they were in the middle of the match. While most of them mentioned how the mouse was still somehow working, it was quite annoying to not see the cursor activity on their screen.
